Previous redistributions

Until 1995, Legislative Council division boundaries were decided by the Parliament.  The Legislative Council Electoral Boundaries Act 1995 established in law the “one vote, one value” principle. The Act provides for nine yearly redistributions of division boundaries by an independent Committee and Tribunal with a priority to ensure that all divisions contain the same number of electors, give or take 10%, four and a half years after the redistribution.

Follow this link to documents from the 1998-99 redistribution.  Note that the 1998-99 redistribution reduced the number of Legislative Council divisions from 19 to 15.  The current redistribution maintains the number of divisions at 15, but may adjust division boundaries to accommodate past and future demographic movements.

Quota

In accordance with Section 12 of the Legislative Council Electoral Boundaries Act 1995 I determine that the Council division quota at Sunday 30 September 2007 is 23,183.

The quota is the average Council division enrolment.

Redistribution Tribunal to hear objections to initial redistribution proposal

Comments, suggestions and objections to the initial redistribution proposal close on Tuesday 11 March 2008.

Redistribution Determination

The Redistribution Tribunal published its determination of the names and boundaries of the 15 Legislative Council divisions on 10 May 2008.  Links to documents associated with the determination are listed below.
The boundaries are final, and are likely to remain in place for the next nine years.

Transition Arrangements: Notice of Inquiry

The Redistribution Tribunal is to hold an inquiry, the subject of which is to be —

"Matters relating to transition arrangements to implement the redistribution of the State in respect of the Legislative Council."
The public hearing will commence at 10:00 AM on Wednesday 21 May 2008 on the 2nd floor, Telstra Centre, 70 Collins St, Hobart.
Any person is invited to appear at the hearing, and/or lodge a written submission relating to the transition arrangements no later than 5:00 PM on Monday 19 May 2008.
Written submissions can be sent to the Tribunal by post, facsimile or email at lcredistribution@electoral.tas.gov.au
Those who wish to be heard at the inquiry and/or intend to lodge submissions are asked to contact the Tribunal’s assistant, Mr Julian Type, on 03 6233 2936 as soon as possible.

Explanatory note
The Redistribution Tribunal is required to determine the allocation of members to the new Legislative Council divisions, the periodical cycle of elections, and other matters, if any, associated with the implementation of the redistribution.

Initial transition proposal

In accordance with Sections 29D and 29E of the Legislative Council Electoral Boundaries Act 1995, the Redistribution Tribunal has made an initial transition proposal and prepared an accompanying statement of reasons in respect of the new Council divisions determined on 10 May 2008.
