About the poll

The Clarence City Council held a public meeting on Wednesday 15 May 2024 in response to a petition regarding the possible location of a High Performance Centre, which will be the home of the Tasmanian AFL/AFLW club.

Following the public meeting, a petition was submitted to council seeking an elector poll on "whether the Charles Hand Park and/or Rosny Parklands should be made available to the AFL for its High Performance Centre."

In accordance with the Local Government Act 1993, as the petition included more than 1,000 signatures from electors in the Clarence municipal area, the council is required to conduct this elector poll.

The Clarence City Council has contributed to the YES case statement.

The Save Rosny's Parks group has contributed to the NO case statement.

The outcome of this elector poll is not binding on council.

The questions

The elector poll includes the following two questions, which are provided on the ballot paper in your postal ballot pack:

  • Do you support building the AFL High Performance Centre entirely within the Rosny Parklands?
  • Do you support building the AFL High Performance Centre across both Rosny Parklands and Charles Hand Park?

Background

The Tasmanian Government together with the AFL intend to construct a High Performance Centre (HPC) which will be the home of the Tasmanian AFL/AFLW Club.

A HPC will include:

  • a building area of approximately 9000m2, including football and administrative staff office facilities
  • a full size MCG dimension oval
  • a secondary oval, of lesser size
  • an indoor training area
  • medical facilities
  • car parking for 150 spaces

Following an expression of interest to host the HPC, Clarence City Council began preliminary investigations into possible locations across the city.

The former Rosny golf course, now known as Rosny Parklands, and Charles Hand Park were identified as preferred sites after a period of community consultation.

There are currently three site options under consideration:

  • Entirely within the Rosny Parklands;
  • Jointly across the Rosny Parklands and Charles Hand Park, with the primary site located in Rosny Parklands; or
  • Jointly across the Rosny Parklands and Charles Hand Park, with the primary site located in Charles Hand Park.

A still to be determined Heads of Agreement will define key terms such as the boundary and site footprint, key lease terms, rent and other requirements.

Voting instructions

The following instructions will be provided in your postal ballot pack:

  1. Consider your vote.
    Read the information brochure and each question carefully before recording your vote.
  2. Record your vote
    When you have decided how you wish to vote, write 'YES' or 'NO' in each box on the ballot paper. Answer both questions.
  3. Make your vote secret
    Put your completed ballot paper in the ballot paper envelope and seal it securely.
  4. Validate your vote
    Sign your ballot paper envelope. Your vote won't be counted if you don't.
    Then put your ballot paper envelope in the reply paid envelope and seal it.
  5. Post your vote
    Post your reply paid envelope straight away. No need for a stamp.
    Or lodge your envelope at the Clarence City Council office: 38 Bligh Street, Rosny Park.

Your vote must be received by 2 pm Thursday 8 August.
